I have the honour to transmit to you the enclosed copy of a letter from the Captain Superintendent of Police recommending that a steam pinnace be obtained from Messrs. White of Cowes, Isle of Wight, for Police patrol service in Mirs Bay.
2. The pinnace is required to patrol the shore line between Sha-tin and Starling Inlet, and is very necessary for the effective control of those waters and the prevention of piracy.
3. I therefore beg to recommend that the Crown Agents may be instructed to arrange with Messrs. White for the construction of a pinnace in accordance with the particulars furnished in Mr. May's letter and its enclosure, copy of which ... is enclosed.
